Subject: Notice of Change of Address and Direction Regarding the Entities “JILLIAN BANKS”, “JILLIAN USHER” and Derivatives
This Notice is hereby given to all government departments, agencies, statutory corporations, and private entities that have previously engaged, corresponded, or conducted business with the ens legis legal entities titled Jillian Banks (and/or Jillian Usher), including but not limited to any derivative forms such as “Jillian BANKS”, “BANKS. J”, “Ms Banks” or any other variation in spelling, style, or abbreviation, including Customer Reference Number (CRN), believed to be: [redacted].
All addressed parties, under the principle of vicarious liability, are responsible for ensuring that notification of this communication is conveyed to all relevant agencies within or under their command. This obligation includes the timely dissemination of information to subordinate departments, divisions, or units to ensure full compliance and accountability.
It is hereby affirmed that the ens legis entity was created and issued by the State and remains a legal instrument of that creation. Accordingly:
- The Treasurer of Western Australia is the lawful holder in due course and custodian of liability for those instruments;
- The Public Trustee of Western Australia stands as trustee over those instruments and any associated trust property, accounts, or obligations;
- All obligations, sureties, encumbrances, and liabilities arising from or attaching to the ens legis instruments are borne solely by those State offices.
All prior agency, representation, or presumption of agency by or through woman known by appellation of Jillian in relation to the ens legis entity has been revoked.
Accordingly, it is now the exclusive duty of Rita, acting in the office of Treasurer of Western Australia, and Brian, acting in the office of the Public Trustee of Western Australia, to receive, manage, and discharge any and all matters, claims, or correspondence pertaining to the ens legis entities and its derivatives and/or CRN.
