PUBLIC NOTICE

Notice of Standing and Right of Self-Governance of Deos Terrum

Issued by the Council of Custodians

This Notice is published to inform all domestic and international agents, agencies, authorities, organisations, and interested parties that the jurisdiction known as Deos Terrum has been formally established as a self-governing community fulfilling the internationally recognised criteria of statehood, consistent with established principles of international law.

1. International Legal Basis

The Council of Custodians affirms that Deos Terrum operates in alignment with the Montevideo Convention on the Rights and Duties of States (1933), widely regarded as the standard for assessing the factual criteria of statehood. These criteria are:

1. A permanent population
   – The People of Deos Terrum (Custodes Terra Dei) form a stable, identifiable community.
2. A defined territory
   – The territorial boundaries of Deos Terrum are formally identified and recorded by cadastral data.
3. Government
   – The Council of Custodians exercises internal governance through proclamation, record, and order.
4. Capacity to enter relations
   – Deos Terrum has demonstrated this capacity through formal communications with relevant domestic, Commonwealth, and international bodies.

2. United Nations Human Rights Covenants

The standing of Deos Terrum is consistent with the universal right to self-determination, as affirmed in:

International Covenant on Civil and Political Rights (ICCPR, 1966)

• Australia signed: 18 December 1972
• Australia ratified: 13 August 1980

International Covenant on Economic, Social and Cultural Rights (ICESCR, 1966)

• Australia signed: 18 December 1972
• Australia ratified: 10 December 1975

Article 1 (common to both Covenants):

“All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.”

Deos Terrum conducts itself strictly within these peaceful, lawful principles.

3. Nature, Intent, and Conduct of Deos Terrum

The Council of Custodians affirms that:

• Deos Terrum is non-adversarial.
• Deos Terrum is non-combatant.
• Deos Terrum is non-political in the partisan sense and holds no hostile intent toward any State or authority.
• The People of Deos Terrum impose no burden on surrounding communities or public services.

Our focus is positive and constructive:

• identifying local community needs, and
• offering support where appropriate through peaceful, cooperative engagement.

These aims are wholly consistent with the principles of self-determination under ICCPR/ICESCR and with the peaceful exercise of community governance.

4. Transparency and Communications to Date

For transparency, the Council confirms that formal courtesy notices regarding the standing of Deos Terrum have been provided to:

• The Secretary-General of the United Nations
• His Majesty King Charles III (as Head of the Commonwealth)
• The Commonwealth Secretariat
• The Department of Foreign Affairs and Trade (Australia)
• The Governor-General of Australia
• Relevant Western Australian State offices:
  – Minister for Local Government
  – Attorney-General
  – Minister for Lands

These communications were issued to ensure accurate administrative record and peaceful engagement.

5. Period for Rebuttal or Refutation

In the interests of fairness, transparency, and good faith, any agency, authority, body, or individual who believes they hold a lawful, factual, or internationally recognised basis to rebut or refute the People of Deos Terrum’s right to self-govern as a self-governing community fulfilling the internationally recognised criteria of statehood is respectfully invited to submit such reasoning:

Within 14 days of the date of this Notice.

If no such correspondence is received within that period, this Notice will stand uncontested on the public record.
June 2026 Update: As at 5 June 2026, the right to self-govern stands uncontested.

6. Closing Statement

The Council of Custodians remains committed to:

• peaceful coexistence,
• lawful and transparent conduct,
• constructive engagement, and
• meaningful contribution to community wellbeing.

This Notice is issued without hostility, prejudice, or demand, and serves solely to clarify standing under established international law.
