I, Denis-Peter: house of Rawlinson, the man, in propria persona, under God’s Law and Rule of Law, write in response to Notice ID-1516153 Due-dated 13 October 2026, purportedly issued by the SOUTH BURNETT REGIONAL COUNCIL ABN 89 972 463 351 (hereinafter “the Council”), claiming an amount of one hundred and twenty-one dollars and fifty cents (121.50) in relation to an alleged environmental / noise /animal matter described as “dog registration ID-1516153”.
Considering that my companion has been deceased for close to three years, and now in a far better place – not being categorized as some property to be owned and charged for creating a joinder to a claimed legal fiction and property; claimed by a business, that is unlawfully under God’s Law and Rule of Law, violating equity, claiming to be “local government” with authority over the natural man, standing as sui juris, unincorporated, in the private,.

Apart from further evidence, that the companion of I, Denis-Peter: house of Rawlinson, the natural person, in the office of man , under God’s Law and Rule of Law; was registered and placed on record with notification that is on your claimed council records.
Therefore: for the crime, I, claim you are committing: Extortion, personage, identity theft, fraud and harm being here claimed as Hate crimes,
and as the Council’s notice is deficient in multiple respects.
It is hereby challenged in its entirety. This response constitutes a formal demand for proof of standing, full discovery of claimed authority, and a comprehensive challenge to the Council’s presumed jurisdiction over my person and property.

Therefore:
You Mark Pitt are hereby required to produce for the review of, I, Denis-Peter: house of Rawlinson, the man, under God’s Law and Rule of Law, within twenty-one (21) days of the date of the letter, that was received on the 11th September 2026, the following documents and evidence:
- A certified true copy of the authorising instrument, by-law, or regulation under which Notice ID-1516153 was issued, including all amendments and subordinate legislation.
- The full chain of delegation from the enabling legislation to the officer who issued the notice, including all instruments of delegation, appointments, and authorisations.
- A certified copy of the assessment or valuation methodology used to determine the amount of 121.50, including all supporting calculations, records, and evidence.
- Any contract, agreement, consent form, or other instrument by which the Council alleges that I, the man, am bound to the claimed obligation.
- Evidence of lawful service of Notice ID-1516153 in accordance with the relevant Act, including proof of the method, date, time, and place of service, and the identity of the person who effected service.
- Evidence of the alleged breach or non-compliance, including photographs, witness statements, inspection reports, or other contemporaneous records.
- Proof that the Council has jurisdiction over the private property located at 136, Martin Crescent, Benarkin-North, Queensland, [4314], and the specific statutory instrument that purports to bind this property to the claimed obligation.
- Evidence that the Council is not operating in commerce for profit, or alternatively, evidence of the commercial basis upon which the Council claims authority to issue notices and demand payment from living men and women.
Failure to provide full and complete discovery within the specified time frame will be taken as evidence that the Council lacks standing, authority, and jurisdiction to bring this claim.

As I, expressly reserve all of my rights, powers, and remedies under God’s Law, Rule of Law, the Commonwealth of Australia Constitution Act 1900, and all applicable laws, without prejudice to any future action I may take.
Nothing in the letter sent, shall be construed as a waiver of any right, nor as an admission of liability or jurisdiction.

- The right to seek remedy in equity for harm, fraud, extortion, threats, and intimidation.
- The right to claim damages for any loss, harm, or injury caused by the Council’s unlawful actions.
- The right to require the Council to provide full and complete discovery of all claim.
- The right to be addressed by my lawful name only: “Denis-Peter:” Denis-Peter: house of Rawlinson”

Above all: the God given right to stand as a Natural person, void of all legalese, and claims that I, am a legal fiction, for that I, am not; having body and soul, and do not consent to be or ever be a legal fiction, for I am man – I-Am that I-Am.
